9月7日,国家发改委网站发布消息,国家发改委、国家能源局正式批复了《新疆维吾尔自治区电力体制改革综合试点方案》(以下简称《方案》),同意新疆开展电力体制改革综合试点。

记者从自治区发改委和国网新疆电力公司了解到,新疆将按《方案》要求,依据市场配置、政府调控、安全可靠、提高效率、市场竞争、保障民生、节约能源、减少排放的原则,开展电力体制改革综合试点。

根据《方案》,新疆电力体制改革主要内容包括:完成电力市场框架方案设计;完成输配电价核定,基本实现公益性以外发售电价由市场形成,形成电力市场化定价机制;完成相对独立交易机构组建和交易平台建设与运行,明确市场准入标准和交易规则;完善电力直接交易机制,工商业领域电力直接交易全面放开;开展售电业务放开试点,形成发电侧、售电侧主体多元、充分竞争的市场格局;跨省跨区市场化电力直接交易份额进一步扩大,形成运转高效、有全国竞争力的现代电力市场。

在批复函中,要求试点工作要坚持三个原则:一是坚持市场定价的原则,不得采取行政命令等违背改革方向的办法,人为降低电价;二是坚持平等竞争的原则,向符合条件的市场主体平等开放售电业务和增量配电业务,不得以行政指定方式确定售电主体和投资主体;三是坚持节能减排的原则,对按规定应实行差别电价和惩罚性电价的企业,不得借机变相对其提供优惠电价和电费补贴。

电力体制改革是一项系统性工程,是利益结构再调整。《方案》要求,电力改革要在各方共识基础上有序、有效、稳妥推进。逐步扩大输配电价改革试点范围,对售电侧改革、组建相对独立运行的电力交易机构等重大改革事项要先行试点开展,在总结试点经验的基础上再全面推开。

据了解,"十二五"以来,新疆电力工业实现了快速发展。2015年全疆联网发电装机达6608万千瓦,其中可再生能源发电装机快速增长,占到总装机的42.3%。电网建设全面加快,形成了东至哈密、西至伊犁、南至喀什的750千伏主网架结构,以及西北联网两条750千伏通道。建成哈密南―郑州±800千伏特高压直流输电工程,开工建设准东―华东(皖南)±1100千伏特高压直流输电工程。

业内人士表示,新疆多元化电力市场体系初步形成,电价形成机制逐步完善,电力市场化交易和监管不断推进,但电力行业发展还面临交易机制缺失,资源利用效率低;价格关系未理顺,市场定价机制未完全形成;自备电厂系统调峰能力不足;可再生能源面临消纳困难等问题。

新疆电改方案四大亮点

●组建股份制电力交易中心《方案》明确将组建股份制新疆电力交易中心,对现有交易中心进行股份制改造,将原由电网企业承担的交易业务与其他业务分开,明确工作界面和工作流程,搭建公开透明、功能完善的电力交易平台。

●建立和完善电力市场交易机制完善电力直接交易规则、发电权替代交易规则、发电厂并网运行管理实施细则和并网发电厂辅助服务管理实施细则、自备电厂参与电网调峰实施细则等,建立新疆区域统一、各市场主体(包括售电公司)参与的电力交易机制;探索建立和开展跨省跨区电力直接交易试点、跨省跨区发电权替代交易试点、调峰等辅助服务补偿市场化机制,可再生能源参与市场竞争机制等。同时,出台电力市场建设方案,制定市场交易监管办法。

●售电业务向社会资本开放制定新疆售电侧改革试点方案,积极培育多元化的市场竞争主体,向社会资本放开售电业务,提升售电服务质量和用户用能水平,形成有效的市场竞争结构和市场体系。

●提高新能源消纳清洁能源利用率在保障电网安全稳定和民生的前提下,全额安排可再生能源发电,优先预留水电、风电、光伏发电等可再生能源机组和热电联产、余热余压余气发电、燃气和煤层气(瓦斯)发电等资源综合利用机组发电空间,鼓励可再生能源和资源综合利用发电项目优先与用户直接交易。
